Our client:
Our client is a leading, highly diversified global conglomerate listed company with a massive footprint spanning multiple core business units internationally. Operating under a prominent parent group structure, they are renowned for their institutionalized governance, rigorous risk management, and pioneering leadership in sustainability and ESG integration across the APAC region.
To support the evolution of their corporate oversight, they are seeking a Procurement Director to support their centralized committee operations and cross-border policy framework.
Key Responsibilities:
- Serve as the primary Secretariat and strategic coordinator for the Group Procurement Management Committee, interfacing directly with C-suite leadership and business unit heads.
- Design, interpret, and mandate the overarching Group Procurement Policy and Delegation of Authority (DoA) matrix across all global subsidiaries and diversified business units.
- Act as the key conduit to align procurement frameworks with parent company mandates, facilitating complex cross-border compliance, special audits, and reporting structures.
- Establish and enforce Group-wide procurement compliance monitoring, anti-corruption frameworks, and third-party risk management (TPRM) procedures.
- Embed stringent ESG compliance standards and Responsible Sourcing Codes of Conduct into the global supplier lifecycle, establishing the Group's supplier blacklist and mitigation protocols.
- Lead periodic compliance audits, handle high-stakes vendor disputes, and manage corporate compliance incidents across the business portfolio.
- Architect the Group's procurement data standards, building a unified framework to track Group-wide KPIs (e.g., centralized procurement leverage, cost avoidance, and compliance rates).
- Partner with Group HR to design procurement career paths, competency models, and professional development curricula (CIPS/CPSM).
Qualifications & Experience:
- Bachelor's degree in Supply Chain, Law, Business, or Finance. Professional certifications (e.g., CIPS, CPSM) are highly advantageous.
- Minimum 12+ years of deep procurement governance, policy, and risk management experience acquired within a complex, highly matrixed organization (e.g., Fortune 500, blue-chip conglomerate, or large-scale listed enterprise).
- Proven track record of operating as a Secretariat or decision-support officer for executive-level steering committees.
- Demonstrated success in writing and implementing Group-level procurement policies, compliance controls, and ESG/Supplier Code of Conduct frameworks.
- Strong familiarity with enterprise-grade e-Procurement systems, data analytics, and digital transformation initiatives.
- Complete fluency in English and Mandarin (written and spoken) is strictly required to effectively navigate communication between the local Group entities and the cross-border Parent Company.
