Job description
Reporting to: CEO
Primary role:
Responsible for the design, implementation, and oversight of the bank's risk management program over Credit Risk, Compliance Risk, Operational Risk, Market Risk, IT Risk, Reputational Risk and Strategic Risk. The CRO directly supervises different risk management units within the Risk Management group. Working with all business units, the CRO manages the process of ongoing risk assessments, risk monitoring and reporting, and resolution of open issues and actions. The CRO oversees the development of periodic reporting materials for management and board risk committees.
DUTIES OF THE POSITION:
Establish risk management framework for all aspects of risk across the bank. Develop risk management policies, including the quantification of the Bank's risk appetite through specific risk limits
Works with senior management in making strategic decisions and planning, seeking to optimize risk management in the organization.
Actively monitors the risk-taking activities and risk exposure to ensure the bank's risk management policies and strategies are executed in compliance with applicable regulations, the bank's strategic objectives and the Board of Directors' risk appetite.
Manage the risk management teams, including team staffing and development, bringing strong subject matter expertise, and providing active leadership and participation in ongoing risk management activities.
Lead and manage the Compliance and AML functions in discharging the Bank's compliance governance responsibilities.
Establish and maintain strong relationships with all business units, advising on key risk management principles and practices.
Responsible for risk reporting to the Risk Committee of the Board
Manage the planning, development and execution of various risk training programs for the board and senior management.
Keeps abreast of emerging risks, including changes to the climate, technology, economic, regulatory, political, and competitive environments.
Manage relationship with key stakeholders, including but not limited to regulators, board members, external auditors, etc.
REQUIREMENTS:
University graduate or above
Must have strong English and Chinese language skills
25 years or above relevant experience
Substantial knowledge of respective responsible functions as well as the banking industry
Well-versed in relevant policies and procedures of the Bank as well as regulatory requirements
Demonstrate leadership, professionalism and originality in tackling and solving problems
Strong written and verbal communication skills, strong interpersonal skills
Ability to maintain a high level of diplomacy and integrity
Ability to communicate risk concepts in ways that are practical and applicable
Experience and skills in acting as liaison with bank regulators and other external consultants
Highly organized, able to work in complex environments and provide leadership in prioritization and project management
Strong risk and control assessment and analytical skills
Ability to work effectively with colleagues at every level, including staff, management and board members
