Job Description

  • Lead Transaction Monitoring and Fraud teams to establish, monitor and review the internal compliance control and mechanism to ensure adherence to relevant statutory and regulatory requirements in relation to Anti-Money Laundering (“AML”) and Counter-Terrorist Financing (“CTF”) and fraud risk management (“FRM”).

  • Act as the Money Laundering Reporting Officer (“MLRO”) of the Bank.

  • Report to Head of FCC and also being appointed as MLRO of the Bank to ensure the implementation of applicable processes, systems and controls related to areas of financial crime compliance (“FCC”), including Specific Areas namely transaction monitoring (“TM”) and suspicious activity reporting (“SAR”), fraud risk advisory and investigation to comply with applicable regulatory obligations and requirements and to effective integrate across branches and subsidiaries of the Bank/ the Group.

  • In the capacity as MLRO, review internal disclosures and exception reports, consider all available relevant information and handled cases by the TM team to determine whether it is necessary to make a suspicious transaction report to the JFIU.(S)He also requires to take a proactive role to design, implement and monitor the AML/CTF related systems, in particular transaction monitoring system and fraud monitoring mechanism, which included monitoring the effectiveness and enhancing the efficiency of systems by ongoing regularly review and assessment, plus embracing with Regtech solutions and data analysis technology;

  • Lead the sub-teams on transaction monitoring and fraud to keep abreast of legal and regulatory developments on above-mentioned Specific Areas, act as the subject matter expert to identify, manage and assess the risks of ML and fraud taken into account of the business and operation model of the Bank, size and complexity of customers/ locations, and usage of technology and channels, and to advise and implement effective mitigate strategies and control measures;

  • Act as the central reference point (internally) to advise and handle issues arisen from development in local laws and regulations, and external trend from the markets and global so as to facilitate the stakeholders (1st & 2nd LOD) to implement and comply necessary changes, requirements from regulatory and customer perspectives, and (externally) with legal enforcement agents, such as JFIU, ADCC, CCB of HK Police Force in relation to suspicious activity reporting and other financial crime areas;

  • Support the Head of FCC on internal and external projects (regular and ad hoc) including but not limited to examinations and audits by regulators or internal/independent assessor, new products/service assessment and review, fraud risk identification, management and investigation, staff awareness training and etc;

 

Qualification

  • Minimum 10 years’ legal, general audit, banking or compliance experience including at least 5 years’ management experience in legal and/or compliance area in a sizable financial institution and/or regulatory bodies

  • Minimum 5 years’ solid experience in AML/CFT and fraud investigation
